On April 23, 2026 four men claiming to represent the 'All Arunachal Pradesh Reformed Delinquent Association' walked into an NHIDCL highway site at Tidding in Lohit district, demanded money and threatened workers with weapons. When Tezu police arrested Ngurang John, Gankte Hamak, Tai Apa and Tassar Kossum on April 27–28, they recovered an SBBL gun, a .177 air rifle, a .32 MK pistol, ammunition, magazines and a 'detailed list of construction companies' operating across Upper Subansiri, Dibang Valley and Upper Siang. The reformed delinquents had drafted a complete target sheet for the next round of delinquency before pausing to be arrested. The state government has welcomed the foiling of the bid, an outcome the AAPRDA itself appears to have factored into the brand promise.
