What happened

The Shri Badrinath-Kedarnath Temple Committee (BKTC) suspended Pramod Nautiyal, a former private secretary to its chairman, after a four-member internal inquiry panel found irregularities in how donations and offerings at the shrine were handled. Police then registered an FIR against him under Bharatiya Nyaya Sanhita sections covering theft by an employee and criminal breach of trust. That would normally be where the investigation lives. Instead, on the instructions of Chief Minister Pushkar Singh Dhami, the state government constituted a second, independent three-member committee — headed by the Garhwal Commissioner, with a National Health Mission MD and a finance director rounding it out — and gave it 15 days to file its own findings and recommendations on the exact same donation irregularities. One shrine, one alleged theft, one FIR already on record, and now two government bodies formally investigating whether something happened that a suspension and a criminal case already suggested had.
