What happened

Bihar contractor Rishu Ranjan Sinha, known as Rishu Shree, ran 'Reliable Infra Services' on a simple model: finance foreign holidays for the IAS officers who controlled government contracts, receive the contracts. The Special Vigilance Unit arrested three senior officials on June 10, 2026 — a Finance Department joint secretary, a chief engineer from the Building Construction Department, and an executive engineer from Urban Development and Housing — all implicated in the arrangement. Two more IAS officers, 2014-batch Abhilasha Kumari Sharma and 2017-batch Yogesh Kumar Sagar, were separately suspended on money laundering charges tied to the same contractor. Senior IAS officer Sanjeev Hans, believed to be the most significant figure in the case, had already left the state before he could be found. A chargesheet was filed against him on June 24, 2026. He has announced from his undisclosed location that he intends to contest it.
