What happened
In a display of aquatic-forward urban planning, the authorities in Manipur are constructing a concrete road at Yonglan Leirak that is explicitly situated 3 feet below the previous year's flood level. Despite residents pointing out that they would literally be driving underwater, the department proceeded with the project. It appears the government has moved past the concept of 'all-weather roads' and is now pioneering the 'submarine highway' category, presumably to encourage citizens to trade their cars for amphibious vehicles.
