What happened
The Delhi High Court expressed bewilderment at the Municipal Corporation of Delhi's (MCD) ability to keep its resolutions and records entirely secret since the Right to Information (RTI) Act was passed in 2005. Despite twenty years of 'Digital India' and transparency mandates, the MCD has maintained a pristine record of non-disclosure, proving that if you simply don't upload the files, the law eventually becomes a polite suggestion.
