The Andaman and Nicobar Islands administration issued Draft Tribal Council Election Rules 2026 for the Nicobarese people, mandating formal five-year electoral cycles, constituency delimitation, official voter rolls, and reserved seats for women. The Nicobarese have governed themselves since before the administration existed, through the Tuhet system — captains chosen by hereditary custom and community consent, operating without anything submitted in triplicate. Tribal leaders including TSG Bhasker have demanded immediate withdrawal, calling the rules an imposition on a functioning, self-regulating governance structure that requires no oversight from the mainland. The Tribal Welfare Department set today as the consultation deadline — which is technically how they consult: they announce a window, you object, they note the objections.
