The Punjab High Court has slapped the state bureaucracy with a ₹10,000 fine for allowing a file to travel at a 'contemplative pace.' The court noted that while the file was supposedly moving through departments, it appeared to have reached Nirvana and stopped responding to earthly stimuli. The fine is to be deposited at PGI Chandigarh, possibly as 'symbolic therapy' for the administration's chronic delay syndrome.
