What happened
A CAG report dated March 13, 2026, revealed a bureaucratic miracle in Uttarakhand where 21 sewage treatment plants (STPs) across seven cities remained in mint condition because zero households were connected to them. While the project budget for forestry was 885 crore, authorities only spent 16%, proving that planning for the future is much cheaper when you don't actually do it. Some plants were even destroyed by landslides before they could process their first drop of water, completing the cycle of nature without human interference.
