Limitations
The bands are extremely lopsided — thirty of the thirty-six sit in the bottom one — so the placing separates a handful of leaders from everyone else and says little about the difference between the thirty. Per-State scores and ranks exist but are published only as a chart image in the report, and NITI's own dashboard API requires a token it does not issue publicly, so no score is stored and none is derived from the order the report happens to list names in.
