Department for Promotion of Industry and Internal Trade places each State in a band rather than ranking them, so there is no order inside a band, and a band in one group is not the same standing as the same band in another.

All 36 States and UTs, banded within four groups: coastal, landlocked, north-eastern and Union Territories.
Limitations
DPIIT publishes no ranking at all. States are placed in one of four bands within their group, so there is no order inside a band and no comparison across groups. The seventh edition replaced the earlier three-tier Achievers, Fast Movers and Aspirers scheme with these four tiers, so bands do not carry over from previous editions.
