Limitations
The Bureau publishes bands rather than a ranking, so there is no order inside a band, and 24 of 36 States sit in the lowest one. Only the twelve States above that band are named in the report text; the rest follow from the report's own count of 24 Aspirants. Scores fell across the board this edition because outcome indicators were reweighted and some data was unavailable, so a band change need not mean a change on the ground.
