The risk of a humanitarian crisis overwhelming a country's own response, combining the hazards it faces and the people exposed to them, how vulnerable those people are, and how far the country lacks the institutions and infrastructure to cope.

Limitations
Rank 1 is the worst place to be, which inverts the reading of every other index here. The index measures the risk of a crisis, not whether one occurred, so a country can carry high risk for years without a disaster. Roughly half the weight sits on vulnerability and lack of coping capacity rather than on natural hazards, so a country's score moves with its institutions as much as with its geography. The Joint Research Centre also serves an API, but its figures are an earlier cut than the published workbook: deriving 2026 ranks from it disagrees with the published rank for 169 of the 191 countries, so only the workbook is used.
